Paul E. Larsen has joined Black & Wadhams’ Las Vegas office as Counsel in the areas of Regulatory and Administrative law.
Larsen has more than 30 years of legal experience in cannabis & alcohol licensing and compliance, business and professional licensing, land use & zoning, regulatory compliance at the local, state, and federal level, and municipal and state government relations. He has also drafted state and local government laws and regulations concerning money laundering, first amendment issues, land use, and gaming law. He has also served as General Counsel for several non-profit entities, including the Corporation for Solar Technology & Renewable Resources, the Nevada Partnership for Homeless Youth, and the Nevada State Democratic Party.
Larsen has represented clients before numerous local and state agencies including Nevada’s Gaming Control Board, Gaming Commission, Athletic Commission, Public Utilities Commission, Contractors Board, and Financial Institutions Division of the Department of Business & Industry. He is an experienced lobbyist before the Nevada State Legislature and all local governments of Southern Nevada. Larsen has appeared before Nevada state and federal courts including the 9th Circuit Court of Appeals.
Larsen has received accolades in numerous legal publications including Chambers USA, Global Law Experts (as Regulatory & Licensing Lawyer of the Year in Nevada for 2017), The Best Lawyers in America, and Mountain States Super Lawyers. He has also been listed in Desert Companion’s Top Lawyers (2015) and as a Martindale Hubble Preeminent Lawyer.
He received his J.D and his B.A. from the University of Oregon. He is currently an M.B.A. Candidate at Pepperdine University.
Larsen is very active in the Las Vegas community and is a consultant to the Southern Nevada Senior Law Project and is past president of Nevada Legal Services. He is former President’s Club member of the Las Vegas Chamber of Commerce; and served on the Capital Campaign Committee of The Animal Foundation.
Prior to joining Black & Wadhams, Larsen was General Counsel at publicly traded company Australis Capital Inc., Counsel at the law firm Snell & Wilmer, Partner at the law firm Morris Polich & Purdy, and a longtime Partner at law firm Lionel Sawyer & Collins.
